Add conf-toml-mode

* etc/NEWS: Mention conf-toml-mode.
* lisp/files.el (auto-mode-alist): Add entry for .toml.
* lisp/textmodes/conf-mode.el (conf-toml-mode-syntax-table)
(conf-toml-font-lock-keywords): New defvars.
(conf-toml-mode): New mode.
